Doing business with Ukraine

Introduction

For many years already, the Netherlands has been among the top 5 investors in Ukraine. There are more than 300 Dutch companies already active in the country, and the interest of Dutch companies for Ukraine still continues to grow.

1. Introduction

For example, sectors that offer investment opportunities are agro and food business (food safety), horticulture, energy (efficiency and sustainability, biomass), logistics (transport and infrastructure), water (filtration and sanitation), high tech (IT), chemicals and waste management. The Netherlands is an important trading partner of Ukraine. Our import from the country mainly consists of raw materials, animal and vegetable oils, manufactures and machinery. Ukraine mainly imports machinery and chemicals from the Netherlands.

Ukraine has a population of approximately 45 million people and therefore is the largest European consumer market. Positive developments can be distinguished in the field of consumer goods, sustainable energy, transport and logistics. Moreover, almost 70% of the territory is adapted for agriculture due to the abundant presence of chernozem (black soil).

In short, there are good opportunities for both importing as exporting companies. Doing business in Ukraine however is not easy, as the playing field differs significantly from the Netherlands. Therefore we advise you to prepare thoroughly before starting to do business. Finding a good and reliable partner plays an important role in this process. 2. The Economic Cluster of the Embassy

The Economic Cluster of the Embassy comprises of Economic Team and Agricultural Team.

2.1. Economic Team

The Economic Teams’s primary tasks are to promote economic relations and trade between the Netherlands and Ukraine, and to assist Dutch companies that are interested in the Ukrainian market. We inform Dutch companies about the market, business climate, rules and regulations, specific business opportunities, public tenders, and help them when they have specific problems. The Economic Team also tries to inform the Ukrainian public about the Dutch economy and business opportunities in the Netherlands.

Among the services that the Economic Team can offer you are:

  • providing information on doing business in Ukraine;
  • facilitating contacts with local companies, financial institutions and governmental organisations;
  • providing contact details of potential business partners;
  • assisting the organisation of trade missions and promotional activities, such as trade fairs.

2.2. Agricultural Team

The Agricultural Team of the Embassy of the Kingdom of the Netherlands represents the Netherlands Ministry of Economic Affairs in Ukraine. The Agricultural Team functions as a liaison between the Dutch agriculture, food and agribusiness, fisheries and nature and their respective counterparts in Ukraine. The Team also stimulates co-operation in the field of agricultural, educational and research institutions between the Netherlands and Ukrainian counterparts.

Main goals of the Agricultural Team are:

  • Promotion of Dutch agribusiness and services to Ukraine (programme of economic co-operation);
  • Survey of the market concerning agricultural and agro-political development, products and, regions (for overview of publications, please see our Publications page);
  • Information services for the Dutch companies working in the field of agriculture, nature and food quality;
  • Providing information to Dutch companies on veterinary and phytosanitary requirements related to import procedures;
  • Facilitating bilateral cooperation. Our activity agenda:

Policy dialogue with governmental institutions. Topics: Food security, market access, rural development, land reform, nature and sustainability.

Support to activities of Dutch-Ukrainian Working Group on Agriculture.

Support to public-private partnership especially in:

  • Potato sector
  • Horticulture (including greenhouses)
  • Dairy sector
  • Biomass and Biobased economy.

3. Netherlands Enterprise Agency

We advise companies starting on the Ukrainian market to look first on the website of Netherlands Enterprise Agency. Netherlands Enterprise Agency is a division of the Dutch Ministry of Economic Affairs that supports sustainable joint initiatives in developing countries and emerging markets. Their programs focus on innovative pilot projects, joint investments and transfer of technology, knowledge and skills. In this way,  Netherlands Enterprise Agency encourages cooperation between Dutch and international businesses, knowledge institutions and government bodies. In many cases, you will find on their website the first answers to your questions about doing business in Ukraine. Among other things, the site provides extensive information on doing business in Ukraine, including information on problems in the field of taxes, customs and legislation.

Netherlands Enterprise Agency also offers several concrete services. For example, you may request a Business Partner Scan (Zakenpartnerscan) from  Netherlands Enterprise Agency in cooperation with the Embassy. The Business Partner Scan will provide you with a detailed overview of potential business partners in Ukraine. This service requires an intake interview with Netherlands Enterprise Agency during which the profile of the potential business partners will be discussed in-depth. The Embassy will contact these potential business partners to verify whether they are interested. This extensive service carries a fee of 500 Euro.
