Dear Applicants to the Matra Rule of Law and Good Governance program,

The team of the Matra programme of the Embassy of the Kingdom of the Netherlands expresses its appreciation to all non-governmental organisations that submitted project proposals in response to the announced call. By 16 September 2013 the Embassy received 25 applications from non-governmental organisations in Ukraine.

Based on the criteria mentioned in the announcement, the Embassy has pre-selected the following project proposals.


1.    “Long-term protection measures for asylum seeking and refugee children in Ukraine: protect, integrate, empower” of the Representative Office of Hebrew Immigrant Aid Society, Inc. in Ukraine;

2.    “Public opinion as a factor of participation of civil society groups in decision-making processes” of Ilko Kucheriv Democratic Initiatives Foundation;

3.     “Transparent and Accountable Local Authorities” of the All-Ukrainian non-governmental organization “Institute of Political Education”;

4.    “Overcoming informal practices in judicial system” of the Centre for Political and Legal Reforms;    

5.    “Strong Anti-corruption Agenda for the Ukrainian Chapter of GOPAC (Global organization of parliamentarians against corruption)” of the Anti-Corruption Action Centre;    

6.    “Protection of freedom of assembly in Ukraine through creation of favourable legal environment and empowering civic activists” of the Ukrainian Center for Independent Political Research;    

7.    “Ukrainian School of Political Studies in 2013-2014: Good Governance and Rule of Law Focus” of the Agency for legislative initiatives;

8.    Launching of an independent multimedia Internet platform "" (“Public Television”) of the NGO “Public Television”;

9.    “Strengthening capacities on youth legislation” of the Non-governmental organization “Labour and Health Social Initiatives”;

10.    “Catch the European wave and switch on Ukraine” of the Centre UA.

The Embassy shall contact the selected organisations for more details and the budget explanation. The contracts will be signed based on further elaborations of the selected applications.


The selection process of the proposals submitted by applicants from Moldova will be completed in the first week of October, 2013.

Please take into account that project proposals of Ukrainian and Moldovan applicants, received in the period from 1 of May until 16 September 2013, were considered in the selection process. All project proposals submitted after 16 of September will be considered in the year 2014 upon availability of funding. All applicants are invited to contact the Matra team to recall the submitted proposals or to confirm that they can be processed in the selection round of 2014.
