2 Information about the Matra Programme

The Matra Programme has since the start of its implementation (1993) focused on supporting the transition of Central and Eastern European countries into pluriform democracies. Many countries in the region have made significant progress towards full-fledged democracy. Some of the transition challenges however remain.

The results of the 10 years programme activity in Ukraine are described in the booklet “Matra in Ukraine: ''Ten years of Social transformation”

The Matra Programme will continue to contribute to strengthening of the rule of law and good governance in Ukraine and Moldova. In order to be more efficient, the Matra programme in 2012 offers the following instruments:

2.1 Matra Small Embassy Projects Programme –   Matra KAP Guide for applicants in English and in Ukrainian

As the Embassy makes available in 2012 various funding mechanisms the deadline for applications is March 1, 2012. Applications received before or on this date will be appraised by April 1, 2012. The selection process of applications submitted between December 2011 and February 1, will also be completed by April 1, 2012. Applicants should supply one copy of the proposal in English and/or Ukrainian / Russian. The application should also include a cover letter in English (1-2 pages) describing the area of concern that the project addresses, its relevance in the context of society transformation (change-making capacity), the expected results and the organisation’s capability of implementing the planned activities.

The project duration should not exceed 12 months. In order to qualify for Matra support the contribution requested should be between UAH 180,000 - UAH 290,000 for Ukraine and EUR 15,000 - EUR 25,000 for Moldova.

2.2 Matra Rule of Law / Good Governance call for proposals

The Embassy of the Kingdom of the Netherlands is launching a call for proposals aimed at promoting rule of law and good governance in Ukraine and the Republic of Moldova. The call for proposals is organised within the framework of the Matra (Social Transformation) Programme which was established in 1994. The Matra programme was designed to support countries of Central and Eastern Europe, including Ukraine and Moldova, to progress towards pluriform democratic nations built on the firm foundation of the rule of law, transparency and good governance. Furthermore, the Matra Programme supports projects that enhance citizens’ participation in decision-making processes and increase their responsibility for shaping the society in which they live.

In order to support strategic interventions in Rule of Law/Good Governance, the call for project proposals explicitly identifies the following priority areas:

Rule of Law: Proposals that are submitted must address one or more of the following topics:

•    capacity-building of legislators, judiciary and law enforcement bodies with the objective to improve the legal framework and law implementation practices;

•    securing access to justice through information dissemination and the provision of (free) legal advice to vulnerable groups.

Good Governance: Proposals that are submitted must address one or more of the following topics:

•    free, fair and transparent elections;

•    improvement of transparency and accountability of public administration and local self-government including monitoring the implementation of legislation;

•    effective delivery of public services, combating corruption;

•    participation of civil society groups in decision-making processes.

The call for proposals is open to NGOs, academic institutions and municipalities in Ukraine and the Republic of Moldova. Joint initiatives with Dutch civil society organisations are encouraged. Please read the full text of the announcement.

2.3 Human Rights Fund

The overall objective of the Human Rights Fund is to support initiatives that promote implementation of fundamental freedoms and protection of the rights of groups of people that are subject to discrimination. Furthermore, the Fund aims to support implementation of international human rights agreements.

In order to support strategic interventions in Human Rights promotion the call for project proposals in 2012 explicitly identifies the following priority areas:

•    Access to a fair trial, including freedom from torture and ill-treatment;

•    Freedom of expression, including freedom of press and freedom of assembly;

•    Ethnic minorities;

•    Discrimination based on gender, nationality, religion, homophobia, xenophobia;

•    Gender based violence.

Note: Please be informed that the Embassy has sent out individual invitation letters, encouraging a number of well-established human rights NGOs in Ukraine and Moldova to submit project proposals.

3 Matra Training for European Cooperation

Matra Training Programme for European Cooperation is a grants scheme, which allows education establishments located in the Netherlands to offer postgraduate courses to students from the target countries, including Ukraine and Moldova.
